We want to help you register your child’s birth and help you get a birth certificate. We are offering this help because you did not give birth in a hospital where hospital staff would have helped register your child’s birth. If a certified nurse midwife/licensed midwife attended the birth, she or he may assist you in completing the worksheet.
What you need to register a birth.
If your baby was born in the County of Riverside and is under 1 year of age, you can contact our office at (951) 358-5068 and request a non-hospital birth packet. This packet contains an IMPORTANT worksheet that you must complete to register the birth of your baby born in Riverside County and will provide detailed instructions for registering your child’s birth. Please read the entire packet carefully. Next, fill out the worksheet and gather the required documents providing evidence of birth. Please provide our office with a daytime phone number so we may contact you to schedule an appointment to register the birth.
Why is registration important to your baby?
By law, when a birth occurs outside a hospital, the physician or midwife in attendance at birth, or in the absence of a physician or the midwife, the parents must register the birth of the baby within 10 days of the birth. However, registrations after this date are allowed but we encourage you to register the birth as soon as possible, even if you register after the 10-day period. You will complete this registration with the local health department where the birth occurred. Registering the birth is your important responsibility because registration is the only way to create a permanent legal record of your child’s birth. Without registration, you cannot obtain a birth certificate for your child. A birth certificate is used throughout a person’s lifetime. It is a source of information on your child’s proper name, place of birth, date of birth, and parents. It provides proof of age and identity for many events in life, such as entering school, getting a driver’s license, a passport, or a marriage license, tracing family history, or receiving retirement benefits. There is no fee to register a baby’s birth as long as it is registered promptly. Simply fill in the registration worksheet in the packet and mail to our office in the enclosed envelope, Attention: Non Hospital Birth.
What if you don’t register your baby’s birth promptly?
Any birth registered on or after the child’s first birthday must be processed by the State Office of Vital Records as a Delayed Registration of Birth. This process requires a fee of $20.00 (this fee is subject to change). If you cannot meet the requirements for a Delayed Registration of Birth, you will have to apply to your local superior court for a Court Order Delayed Registration of Birth. Out of hospital births are harder to register the longer you wait after the date of birth.
